UK on Track for T+1, FCA Pledges Intrusive Supervision
UK and EU regulators voiced confidence in meeting the 11 October 2027 T+1 deadline, but firms face a first compliance deadline on 7 December 2026 for allocations and confirmations.

Execution notes
- European markets migrate to T+1 settlement on 11 October 2027 across the EU, UK, Switzerland, Liechtenstein, Iceland and Norway.
- First compliance deadline for allocations and confirmations is 7 December 2026, per ESMA's 16 October 2026 statement.
- DTCC data shows more than 98% of EU equities trades matched same-day on average, versus 93.5% in fixed income.
- Messaging and T2S changes are scheduled for 12–14 June 2027.
- 88% of respondents to Tokenovate research cited fragmented data as a significant or critical post-trade challenge.
European markets will cut settlement from two days after trade to one — T+1 — on 11 October 2027, across the EU's 27 member states plus the UK, Switzerland, Liechtenstein, Iceland and Norway. UK participants expressed confidence they will meet the date, but the first binding compliance milestone arrives far sooner: investment firms and their clients must comply with new allocation and confirmation requirements from 7 December 2026.
The UK Accelerated Settlement Taskforce, with DTCC (the US post-trade infrastructure) and Euroclear (the central securities depository), hosted the UK T+1: One Year to Go summit in London on 13 October 2026.
What does the migration change for UK desks?
Lucy Rigby, MP and economic secretary to the Treasury, said via video that the UK is on track for implementation. She said: "We are entering the final year in a position of strength. The next 12 months matter and we need to accelerate delivery."
Jamie Bell, head of capital markets: supervision, policy and competition at the FCA, the UK regulator, said he is "very confident" the UK will meet the date because the majority of firms "are in the right place." He flagged smaller buy-side firms still using manual processes as the remaining pocket of risk.
Bell issued a direct warning on supervisory intensity. He said: "You can expect the FCA to be more intrusive as the year progresses and we will be coming to you armed with data. 2027 will be incredibly important for industry testing."
The European transition is structurally harder than the US move to T+1 in 2024. It spans multiple jurisdictions, currencies and market infrastructures — Europe has 31 central securities depositories.
Matching rates and SSI automation
Matt Johnson, executive director for ITP (institutional trade processing) industry relations and international strategy at DTCC, said DTCC's database holds more than 18 million SSIs (standard settlement instructions), with roughly 60% provided by the source. DTCC data shows more than 98% of EU equities trades are matched on the same day on average, and 93.5% in fixed income — a figure that has increased from 2025.
Daniel Hickey, global head of custody product and network management at State Street, said conversations have moved past first-order automation to second- and third-order effects: the impact of T+1 on foreign exchange, securities lending and UCITS funds, which settle T+3.
"Our top 100 clients have invested in automating SSIs and trade matching, and are in a good place," said Hickey. "This is the key to success."
ESMA framework complete
ESMA, the EU financial markets regulator, said in a statement on 16 October 2026 that the regulatory technical standards and guidelines on standardised procedures and messaging protocols are published, completing the regulatory framework.
The 7 December 2026 deadline mandates electronic, standardised communication channels using international messaging standards, and machine-readable communication methods — except during temporary technical disruptions.
Verena Ross, chair of ESMA, called T+1 one of the most impactful recent market structure initiatives, one that will improve the efficiency and international competitiveness of EU markets. "The focus now shifts to market participants to comply with the regulatory requirements, ready their systems and processes, and test their preparedness for the change, considering the recommendations of the EU T+1 Industry Committee," she said.
Elisabeth Plakinger, principal at consultancy Capco, identified three dates defining the delivery agenda: 7 December 2026; 12–14 June 2027 for messaging and T2S changes (the European settlement platform); and 11 October 2027 for the transition. "The June sequence leaves two weeks before the next coordinated industry test window," she said. "Clearstream's suspended partial-release functionality remains an open dependency."
Exception handling and the T0 horizon
James Maxfield, chief client officer at Duco, an operations platform for financial services, cautioned that zero exceptions is an admirable but highly unrealistic goal. He noted growing use of 24/7 AI agents, with some firms already deploying them to investigate and resolve exceptions in real time, reducing the risk of activity spikes. "The work that firms do now to build smarter post-trade operations will also put them in a much stronger position for any future move towards T0," he said.
Richard Baker, founder and chief executive of Tokenovate, said the firm's latest research found 88% of respondents identified fragmented data as a significant or critical challenge to post-trade efficiency. He urged firms to standardise transaction and event data and keep legal and economic terms connected through to settlement.
Mimi Yan, technical director at the FMSB (Financial Markets Standards Board) and co-lead of the operational issues working group at the taskforce's technical group, said the industry will eventually move to a hybrid model including T0. She said: "We want to become healthier and fitter but we need to define outcomes. Do we need to train for a heptathlon or can we go jogging three times a week?"
Hickey argued firms should treat T+1 as a step towards "T flexible," where firms choose from a range of settlement options including atomic settlement (instant exchange of asset and payment), without losing the benefits of netting. "T+1 will continue into Asia," he added. "Settlement will move to digital rails alongside traditional rails as markets move to 24×7."
With the framework published and testing scheduled through 2027, the practical burden now sits with small buy-side firms still on manual processes — the group both the FCA and the taskforce expect to be the focus of the next twelve months.
