Execution notes

  • Eurex Clearing becomes the world's first hybrid CCP, combining traditional and digital clearing under one rulebook and one risk model.
  • ESM native digital instruments will trade on Eurex Repo's GC Pooling segment and qualify as eligible margin collateral in the ECB GC Pooling basket.
  • Clients access digital markets through existing clearing relationships — no new connectivity, risk models or legal agreements required.
  • Clearstream links the model to blockchain ecosystems and wholesale central bank money via the Eurosystem's Pontes solution.
  • The announcement gives no effective date or rule-filing timeline for the framework.

Eurex Clearing will become the world's first hybrid central counterparty, clearing native digital instruments and traditional securities under one rulebook, one risk model and one clearing framework. The move puts digital issuances — including bonds from the European Stability Mechanism (ESM) — onto Eurex Repo's GC Pooling segment, clears them at Eurex Clearing, and makes them eligible margin collateral in the ECB GC Pooling basket.

That last point matters for desks. Eligibility in the ECB GC Pooling basket means the digital instruments trade into Eurex's existing, highly liquid secondary market with no disadvantage versus their traditional equivalents, according to the exchange's announcement.

What changes for clearing members?

Plenty, and most of it removes friction. Under the hybrid model, participants access the full digital ecosystem through the clearing relationship they already hold, rather than building parallel infrastructure.

The operational differences the CCP claims to eliminate:

  • No bespoke connectivity to a separate digital venue.
  • No disparate risk models to manage alongside the existing one.
  • No new legal agreements to negotiate before touching digital markets.

Eurex Clearing, as a regulated CCP, novates and clears all transactions to guarantee settlement finality, multilateral netting efficiencies and default management. The announcement asserts this gives institutional participants "absolute legal and regulatory certainty" to scale digital market activity — a claim members will test against their own compliance reviews once rule changes publish.

What did the CEO say?

Laura Bayley, Chief Executive Officer of Eurex Clearing, framed the design choice directly. "The future of financial markets is hybrid," she said. "Instead of creating isolated digital islands that fragment liquidity and trap capital, Eurex Clearing is building a bridge between both ecosystems."

Bayley added: "Our clients can seamlessly trade, clear, and finance native digital assets through the clearing relationship they already have – backed by one set of rules, one risk model, and one deep liquidity pool."

The liquidity argument is the core of the pitch. Rather than treating digital assets as a separate market that splits liquidity pools, Eurex Clearing will concentrate liquidity for both instrument types, preserving existing pools and avoiding fragmentation while enabling a secondary market for digital native instruments.

How does Clearstream fit in?

The initiative connects to Clearstream, also part of Deutsche Börse Group, which is converting its central securities depository services to manage traditional and digital assets across its Clearstream Digital Infrastructure. Clients can move securities and cash between traditional and blockchain ecosystems, including wholesale central bank money via the Eurosystem's Pontes solution.

The ESM's recent first live digital native bond issuance demonstrated the pipeline. Together, Clearstream and Eurex say they are advancing an end-to-end digital post-trade lifecycle spanning:

  • Primary issuance.
  • Cleared repo trading.
  • Wholesale settlement.
  • Custody.
  • Collateral re-use.

What is mandated versus asserted?

Two distinctions deserve attention. First, the framework itself is a stated plan from Eurex Clearing; the announcement carries no effective date, compliance deadline or rule-filing timeline, so members should watch for the formal rulebook amendments and collateral eligibility notices that will operationalize it.

Second, the benefits — no disadvantage versus traditional equivalents, systemic stability, capital velocity, liquidity concentration — are assertions by the operator, not measured outcomes. The GC Pooling eligibility and Eurex Repo tradability are concrete design commitments; the liquidity depth of the digital secondary market will only show in volumes once trading starts.

For collateral desks and repo traders, the practical question is scheduling: when ESM digital issuances hit the eligible collateral lists, and how haircut schedules compare with their traditional twins. Eurex says the hybrid structure lets participants adopt new technology while preserving the liquidity concentration that underpins cleared markets — a proposition the market will now price in practice.
